Summer Fowler is the Technical Director of the CERT Cyber Security Solutions Directorate in the CERT Program at Carnegie Mellon University’s (CMU) Software Engineering Institute (SEI). Summer is responsible for executing the strategic plan for a research portfolio focused on improving the security and resilience of organizational assets, including people, information, technology, facilities, and infrastructures. The directorate’s key portfolio capabilities include security measurement and analysis, resilience process improvement, critical infrastructure resilience, secure lifecycle solutions, insider threat, cyber workforce training, exercise, and development, and forensics.
Before joining CERT in 2009, Summer was a member of the SEI’s Acquisition Support Program as a Senior Member of the Technical Staff focusing on systems engineering improvements and measurement. Summer has 15 years of experience in software and systems engineering, particularly in software development and systems engineering.
Previously, Summer was a Technical Member at Johns Hopkins University Applied Physics Laboratory and a software engineer at Northrop Grumman Corporation working on tactical ground systems. Summer holds a BS degree in Computer Science and a MS degree in Information Science/Telecommunications from the University of Pittsburgh. She is a Project Management Professional (PMP) through the Project Management Institute and teaches a graduate level Information Technology Project Management course at the CMU Heinz School.
Outside of work Summer enjoys spending time with her husband and three kids. She is also an avid runner targeting several half-marathons a year.
