Forty-three states and the District of Columbia regulate the solicitation of charitable donations. The registration requirements vary widely from one state to the next and regulators within a state often interpret the law differently. As such, the regulations are a moving target that must be closely monitored. Navigating the maze of the registration and reporting requirements is often a daunting experience for nonprofits and their fundraisers and cause-marketing partners.
