Sean Foley is the leader of KPMG’s Global Transfer Pricing Services. He is based in Washington, DC. Sean has over twenty years of experience in analyzing intercompany transactions for major multinational corporations. Sean’s primary areas of focus include Advance Pricing Agreements and Competent Authority matters and transfer pricing risk management.

Before joining KPMG, Sean was the Director of the IRS Advance Pricing Agreement (APA) Program, an alternative dispute resolution procedure for transfer pricing issues. Sean has been involved in over 300 APAs both with the IRS and as an advisor. He is the author of numerous publications on transfer pricing and a frequent speaker on the topic. Sean is a past chair of the American Bar Association Transfer Pricing Committee. He was an associate professor teaching in the University of Florida LLM program and at the Georgetown University Law Center LLM program. Sean clerked for Justice Ruth Bader Ginsburg when she served on the D.C. Circuit; he also served as Legislative Director to Congressman Sander M. Levin, a member of the House Ways and Means Committee.
