Scott Dinwiddie J.D., LL.M. (Taxation)

Special Counsel, Associate Chief Counsel IT&A, IRS

Scott Dinwiddie serves as Special Counsel to the Associate Chief Counsel, Income Tax and Accounting, at the IRS Office of Chief Counsel. He was appointed to this position October 2009. In this role, he assists the IT&A Associate Chief Counsel and Deputy Associate Chief Counsel in oversight of programs and services under the jurisdiction of the division, including the regulations governing the deduction and capitalization of expenditures related to tangible property. Prior to joining the IRS, Mr. Dinwiddie was a Principal in the Washington National Tax Office of Deloitte Tax LLP. During his 14 years at Deloitte, Mr. Dinwiddie’s work included assisting businesses with a wide variety of tax accounting issues and helping facilitate knowledge sharing between the Washington national office and the field offices.

Mr. Dinwiddie received his A.B (East Asian History) from Brown University in 1987. his J.D. (Honors) from The University of Washington School of Law in 1995, and his LL.M. (Taxation) from New York University in 1999. He is a member of the New York State Bar and the State Bar of Arizona.
