Ruth is a Principal in PwC’s Tax Controversy and Regulatory Services, which is part of our National Tax Services in Washington, DC. Ruth is responsible for PwC’s excise tax practice, managing large-scale controversy matters and providing procedural advice to clients. She returns to PwC after a distinguished eight-year tenure at the IRS where she held a number of high-level executive positions. Most recently, Ruth served as the Assistant Deputy Commissioner for Services and Enforcement, where she oversaw all IRS examination and collection programs. Prior to that, Ruth worked as the Deputy Chief of Appeals, the Deputy Commissioner of the Small Business/Self-Employed Division, the Deputy Chief of Staff to the Commissioner and the Director of Specialty Taxes where she had jurisdiction over all excise, employment and estate and gift tax matters. Ruth also served on the staff of the Senate's Permanent Subcommittee on Investigations. Before joining the IRS, Ruth spent eight years at PwC as a member of our IRS Service Team, during which she advised clients on procedural provisions of the Internal Revenue Code, Treasury Regulations, and related authorities; assisted with IRS tax controversy and administrative procedures, among a variety of other issues. Ruth received her JD from Cornell University Law School and her Bachelors in accounting from Florida International University. Ruth is a member of the Florida Bar.
