Paul DeNard

Paul D. DeNard is the Deputy Commissioner (Operations) for the IRS Large Business and International Division (LB&I). In this position, he provides executive leadership for a workforce of 6,000 employees in over 300 locations nation-wide and around the world. LB&I conducts federal tax administration services and compliance activities involving business entities with over $10 million in assets. Prior to this appointment, Mr. DeNard was the Director of Pre-Filing and Technical Guidance (PFTG) and was responsible for providing top quality pre-filing services in the areas of issue resolution processes, abusive transaction compliance strategies, coordinated issue papers, and the issue focused examination program. He was also responsible for ensuring that his staff provided consistent technical assistance within LB&I as well as across IRS operating divisions. From 1999 through 2006, Mr. DeNard served as the LB&I Industry Director and Director of Field Operations for the Financial Services industry, which administers federal tax provisions for large businesses engaged in commercial banking, savings and loan, securities brokerage, insurance, international services operations. During that time, he successfully led the enforcement efforts affecting tax shelter promoters and took ground-breaking steps to implement LB&I’s issue management strategy. Prior to the reorganization of IRS, he held leadership positions of increasing responsibility in the Mid-Atlantic Region, Baltimore, Philadelphia, and Manhattan Districts. Mr. DeNard earned a Bachelor of Science degree in economics from the University of Maryland, Baltimore County, and received a Master of Science in taxation from the University of Baltimore. He completed the IRS executive development program in 2000 and received a Presidential Rank Award for meritorious service in 2006.
