Michael Phillips
Acting Principal Deputy Inspector General, Treasury Inspector General for Tax Administration
Michael Phillips began serving on a detail as the Acting Principal Deputy Inspector General for TIGTA in June 2012 and has responsibility for the day-to-day oversight of the organization.
He has served as the Deputy Inspector General for Audit for TIGTA for 6 ½ years and led a nationwide audit function consisting of 275 staff members who strives to promote the economy, efficiency, and effectiveness of tax administration. Mike has led this program to identify over $67 billion in cost savings and increased and protected tax revenues while impacting over 61 million taxpayer accounts. His over 900 reports and over 1,700 recommendations to the Internal Revenue Service (IRS) have focused on improving tax administration and addressing the IRS’ management challenges in the areas of business and computer modernization, security, tax law compliance and complexity, human capital, and improper and erroneous payments. He served as the Chair of the Inspector General Community’s Federal Audit Executive Council from 2009-2010 and represented about 10,000 auditors and analysts in the Inspector General community.
Mike Phillips began his federal civil service career in 1982 as a tax examiner with the Internal Revenue Service (IRS) in Atlanta, Georgia. In 1985 he joined the IRS Inspection Service as an internal auditor and has served over 29 years in various management and auditor positions with the IRS Inspection Service and TIGTA organizations.
Mr. Phillips received the 2009 Presidential Rank Award for Meritorious Executive. He is a Certified Internal Auditor and Certified Fraud Examiner. Mike received a Bachelor of Business Administration degree in Accounting and Marketing from Kennesaw State University in Georgia and a Master of Business Administration degree in International Management from Johns Hopkins University.
