Karen Fenstermacher
Deputy Assistant Secretary of the Navy, Financial Operations
Ms. Fenstermacher is the Deputy Assistant Secretary of the Navy (Financial Operations), located in the National Capital Region. She is responsible for Department of the Navy (DON) accounting and financial management matters; her primary responsibility is developing and implementing Department-wide accounting and finance policies and procedures which also support Department of Defense initiatives in these areas. Ms. Fenstermacher is spearheading DON’s transformation strategy for successful audit of the Department’s financial statements.
Ms. Fenstermacher was selected to the Senior Executive Service in 2004. Prior to her present assignment as Deputy Assistant Secretary of the Navy, she served as the Assistant Commander for Financial Management and Comptroller, Naval Supply Systems Command (NAVSUP). At NAVSUP, previous assignments also included Assistant Commander for Enterprise Business Operations, Director of Corporate Operations, and Command Information Officer. In addition, Ms. Fenstermacher was Director of the Pilot Funding and Project Management Group in the DON eBusiness Operations Office; and, she was Director of the Cash Management Division at NAVSUP, responsible for the pricing and cash solvency of a $6 billion annual budget.
A native of Massachusetts, Ms. Fenstermacher graduated from Elms College, Chicopee, MA with a Bachelors Degree in Finance and Economics, spending a year studying at the London School of Economics. She holds a Master’s Degree in Strategic Studies from U.S. Army War College, Carlisle, PA.
She joined the federal government after graduating from college in 1990. Prior to her assignments at NAVSUP, she served in the Washington, DC area as a financial systems analyst with the Office of the Secretary of Defense, Comptroller; as a financial analyst on the staff of the Senate Arms Services Committee; and as a program manager in the Navy Budget Office. She has authored numerous technical papers and presentations in the area of finance.
Ms. Fenstermacher received the Meritorious Civilian Service Award in 2000. In 2011, she was recipient of the Presidential Rank Award. She holds professional memberships in the American Society for Military Comptrollers and the Acquisition Professional Community, with Level III certification in Information Technology.
