Justin Lowe

Justin Lowe is a Senior Manager in the national Exempt Organizations Tax Practice of Ernst & Young, LLP based in Washington DC. Justin has extensive experience with complex tax-exempt organization issues, including Form 990 reporting, reasonable compensation documentation, the standards for charitable healthcare organizations, private foundation compliance, lobbying and political activity restrictions, and international grant making. He also advises on compliance with Affordable Care Act provisions. Prior to joining EY, Justin served as a Technical Advisor to the IRS Tax Exempt and Government Entities (TEGE) Division Commissioner. He also served in acting positions as the Senior Manager in charge of ACA implementation for the IRS Large Business and International Division and as an Attorney-Advisor for tax-exempt organization issues in the Treasury Department’s Office of Tax Policy.
