John Parcell JD, LLM (Taxation)

John Parcell is currently a Senior Manager in the National Tax practice of Ernst & Young LLP where he advises clients on energy tax policy matters and assists in technical analysis on a range of tax matters relating to energy. Prior to joining Ernst and Young, Parcell was Deputy Tax Legislative Counsel in the Department of the Treasury's Office of Tax Policy where he served from 1987 until 2012. At the Office of Tax Policy, he was responsible for excise and energy tax issues and represented the Department of the Treasury in the development of legislation and published guidance in these areas. Before joining the Office of Tax Policy, Parcell worked as an attorney and then a branch chief in Office of Chief Counsel for the Internal Revenue Service. Parcell received a Bachelor of Science in Foreign Service from Georgetown University and a J.D. and Master of Laws (Taxation) from the Georgetown University Law Center.
