A member of the Senior Executive Service, Jim Beall is the Chief Strategy and Performance Officer for the Interior Business Center (IBC) in the U.S. Department of the Interior. He serves as the senior expert and advisor on all strategy and performance management matters affecting the IBC, leading and guiding the development, alignment and execution of IBC’s strategies, measures, initiatives and resources to drive results and demonstrate value.
Jim joined the IBC as its Chief Financial Officer in 2008 after retiring from Prince George’s County Public Schools in Maryland with 32 years of service, 11 of which he served as Chief Financial Officer. Since joining the IBC, Jim led the development of IBC as a strategy focused organization based on the balanced scorecard framework strengthening strategic and operational alignment, performance and value of the organization; improved collaboration, knowledge sharing, and financial and performance management practices among Federal shared services providers; enhanced the quality and effectiveness of IBC resource management; strengthened enterprise risk management; and improved the quality of information available to support decision making.
While at Prince George’s County Public Schools, Jim was responsible for guiding the effective planning, management and accountability for all fiscal and organizational resources totaling $1.6 billion. He led the budget, finance/accounting, payroll, procurement, grants, information technology and internal audit services to maximize resources available to deliver the instructional mission. Jim also served as the Chief Negotiator for the school system for four years.
Jim is an active licensed Certified Public Accountant (CPA) in the state of Maryland, a Chartered Global Management Accountant, and Palladium Kaplan-Norton Balanced Scorecard Certified. He holds a Bachelor of Science degree in Accounting from the University of Maryland and is member of the American Institute of Certified Public Accounts, the Maryland Association of Certified Public Accountants, the Association of Government Accountants and the Senior Executives Association.
