J. Todd Metcalf J.D.

Chief Tax Counsel, Senate Finance Committee/Republican

Todd serves as Chief Tax Counsel on the Senate Finance Committee under Chairman Ron Wyden of Oregon.  He came to Washington, DC shortly after graduating from law school in 1996 and spent several years in private practice at two large, international law firms.
 
More than a decade ago, Todd transitioned from private practice to the Hill when he joined the staff of Representative Max Sandlin of Texas, who had just been appointed to the Committee on Ways and Means.  He subsequently served two years as legislative director and tax counsel to another member of the Ways and Means Committee, William Jefferson of Louisiana.

In 2007, after Democrats regained the majority in the House, Todd joined the staff of then-Majority Whip James Clyburn of South Carolina, serving first as deputy floor director and, ultimately, as floor director and counsel.  During his tenure in the Whip’s office, the House passed several landmark pieces of legislation, including the American Reinvestment and Recovery Act, the Affordable Care Act, the Dodd-Frank Act, the Lilly Ledbetter Fair Pay Act, the Matthew Shepard Hate Crimes Prevention Act, and the repeal of ‘Don’t Ask, Don’t Tell’ among others.
 
After the 2010 elections, Todd spent almost two years working in the Obama Administration before returning to the Hill in November 2012 to serve as Senator Wyden’s tax counsel.
