Chief Operating Officer. Hampton Dowling is the Managing Partner of his own international professional services firm, the HCB Group LLC, providing executive management and advisory services to the global private and public sector. Mr. Dowling has managed large, integrated programs and facilitated strategic partnerships, alliances and complex business multi-vertical pursuits. He brings relevant experience, industry reputation and expedient upside results to many of near term strategic challenges discussed at international forums. Mr. Dowling served as a career naval officer before retiring in the rank of Commander. Distinguished assignments included Special Assistant to the Vice President; and as a Senior Program Manager at the Defense Threat Reduction Agency leading tier one analytic, R&D and technology-applied programs, the results of which had direct, Executive Branch bearing on Service-level policies, appropriations, and new relations with developing nations and NGOs. In the private sector, Mr. Dowling has led double-digit profitability increases managing $60M+ P&L lines of business, achieved an 80% win rate in excess of $5B for new company-wide business, and provided strategic advisory services to the foreign public sector to increase public revenues and stabilize governance. He has established PPPs, joint ventures and reversed high-risk, distributed organizations in cost overrun positions while improving enterprise-scale performance worldwide. As a homeland security account manager for the Pacific Region at SAIC, Mr. Dowling led a then first-ever consortium of business units introducing edge technologies and public-private high impact strategies to mitigate serious post-911 vulnerabilities facing US Territories and partner nations. As a senior PM at Lockheed Martin, he led distributed organizations delivering maritime security & coastal surveillance, offshore energy security, and secure logistics management capabilities to clients across the US, SE Asia, LatAm, EU, West Africa and the GCC. As a private sector VP, Mr. Dowling facilitated PPPs in Croatia, the Americas and SE Asia to resource and manage compliant trade, commerce and energy security/surveillance capabilities in a manner that lowered risk, increased public revenues. For the US Government, Mr. Dowling was invited to lead a comprehensive assessment of US counter-illicit trafficking and cyber-threat activities in Central & South America; the findings and recommendations of which shaped much of today’s DoD irregular warfare programs. In 2012-2014, as Senior Executive Director, Sabre-i3 Ltd LLC, Mr. Dowling established and managed a partnership with supporting consortium of twenty int’l companies to provide a comprehensive $4B+ contracted scope of homeland and energy security, technical training and executive advisory capabilities in North Africa and GCC. Today, Mr. Dowling represents, advises multi-vertical business pursuits in the UAE, Eastern Europe and Latin America. Mr. Dowling’s experience extends from mature countries to fragile states with credentials further codified from testimony before congressional sub-committees, as a frequent speaker at int’l forums, and featured contributor to trade publications. He serves as an editorial director and board member to int’l organizations, holds a Bachelor of Arts Degree from the University of California at Los Angeles, an MBA from Golden Gate University, and is a certified Project Management Professional in both private industry and from the US Department of Defense.
