Greg Marchand is the Assistant General Counsel for Financial Management and Assurance in the Office of the General Counsel, U.S. Government Accountability Office (GAO). Since joining GAO in 2005, he has also held the positions of senior attorney for the Natural Resources and Environment team and Deputy Assistant General Counsel for the Defense Capabilities and Management team. In addition, he was detailed as Counsel to the Oversight and Investigations Subcommittee of the House Armed Services Committee during 2007-2008. Prior to joining GAO, he was a civilian law clerk from 2003-2004 for the Honorable Judge Andrew Effron on the U.S. Court of Appeals for the Armed Forces.
Greg is also a Lieutenant Colonel in the U.S. Army Reserve Judge Advocate General’s (JAG) Corps. He has served in a variety of active and reserve assignments over the years, including with the Army Corps of Engineers (2000-2003), the Multi-National Force – Iraq (2004-2005), and as a professor with the Contract and Fiscal Law Department at the Army JAG school in Charlottesville, Virginia (2010-2013).
Greg received his Bachelor of Arts degree, summa cum laude, in political science from the University of Pittsburgh and his law degree, cum laude, from Harvard Law School. He is a member of the Pennsylvania bar.
