Audit Director, Virginia Auditor of Public Accounts

George D. Strudgeon, CPA, MBA, CISA, CGFM, is an Audit Director at the Virginia Auditor of Public Accounts (APA), where he leads the newly established Procurement and Compliance Assurance (PCA) team. This team is responsible for navigating the intricate landscape of government regulations and relationships. In addition to leading and working on the Commonwealth’s Single Audit, George and his team are committed to ensuring that the Commonwealth maintains the necessary controls to comply with all relevant regulations when engaging with contractors, vendors, and the federal government. They specialize in auditing the procurement process to ensure fairness and adherence to state laws. Additionally, the team focuses on the Commonwealth's partnership with the federal government, ensuring that Virginia's annual expenditure of approximately $25 billion complies with federal laws and regulations.

In addition to his internal leadership role at the APA, George serves as the chair of the Single Audit Expert Panel for the National State Auditors Association (NSAA) and is the vice chair of its Single Audit Committee. For the AICPA, he is a member of the Executive Committee for its Government Audit Quality Center. He conducts technical reviews of draft Compliance Supplements and Audit Guides, represents these entities at the Single Audit Roundtable biannually, and receives regular updates from OMB and other federal agencies impacting Single Audits. George shares his expertise by presenting at national conferences and other events.

In 2010, George was awarded the Partnership Leadership Award by AGA’s Partnership for Intergovernmental Management and Accountability for his work on leveraging Single Audits to measure Improper Payments. In 2021, he received a Special Recognition Award from NASACT for his leadership in addressing COVID-19 funding uses on behalf of the government accountability community. Most recently, in 2025, NSAA presented him with the Distinguished Service Award for his representation of state auditors in matters related to Single Audits.
