David H. Stephan, CFA, is a Director in Barclays’ healthcare group in New York with approximately 20 years of experience. During that time he has senior-managed approximately $10 billion of tax-exempt bond and derivative transactions for non-profit and public healthcare systems nationally. Mr. Stephan began his investment banking career at UBS PaineWebber and was recruited to Lehman Brothers in 2007 before transitioning to Barclays in 2008. Prior to investment banking, he spent two years working on monetary policy at the Board of Governors of the Federal Reserve System in Washington, D.C. At the Fed, his responsibilities included preparing a daily estimate for the central bank’s multi-billion dollar Open Market Operations required to keep the Federal Funds rate on target. In addition, he prepared regular briefing materials on economic and financial market conditions for Chairman Greenspan and members of the Federal Open Market Committee. Mr. Stephan received a BA with honors from the University of Vermont and an MPP from the University of Chicago, where he served on the Visiting Committee for the Harris Graduate School of Public Policy Studies. He is a member of the New York Society of Securities Analysts and holds the Chartered Financial Analyst designation.
