Cindy Hielscher
Managing Director, Accenture
Cindy Hielscher is a 1985 graduate of Texas A&M University with two undergraduate degrees from the business school. She currently works out of Austin, Texas office for Accenture. In her thirty year tenure with Accenture, Cindy has had multiple leadership roles and spent most of her career working with Health and Public Service clients. Cindy’s current role within Accenture is serving as the Accenture Software H&PS Global Product Lines Lead. She focuses on Accenture’s Health & Human Services software products working together with industry, client account teams, Sales teams and product management leadership. Cindy brings to the Integrated Eligibility efforts more than 28 years of Health and Public Service large scale IT implementation experience involving multi-system integration and complex IT architectures. Prior to rejoining the State & Local CSG this year to support our IE work, Cindy led the U.S. Federal Health practice for Accenture. She focused on expanding services to health care, government, and public service organizations bringing together commercial and public health initiatives to achieve improved outcomes. In her Federal government responsibilities she served the Program Manager for Accenture’s accounts at Health and Human Services (HHS) including Centers for Disease Control (CDC), Centers for Medicare and Medicaid Management (CMS), Food and Drug Administration (FDA), plus other HHS agencies. In her past work with state governments, Cindy has helped clients improve their performance of Integrated Eligibility, Child Support, Medicaid, CHIP and other health plan contracts, while also establishing program management practices to assist agencies in focusing on high performance. As a resident of Austin, Cindy works out of the Austin Delivery Center when not on the ground with client teams.
Austin Location Managing Director: Cindy also served as the Austin Location lead for over eight years and worked with Texas public service agencies for over fifteen years. During her tenure, the Austin office has grown dramatically, experienced a continuous improvement in employee engagement and made inroads into new local clients such as Texas Health Services, Dell, Green Mountain, MD Anderson, UT, TX OAG and other state agencies while also maintaining long term client accounts like Texas Medicaid and IRS.
