Charles was appointed Senior Level Counsel in February 2011. Prior to that, he served as Assistant Division Counsel (Abusive Transactions). From December 2003 until being named Assistant Division Counsel in September 2006, Charles was a staff attorney in SB/SE Division Counsel headquarters. Previously, Charles served in the Birmingham field office for over ten years, during which time he also served on two details in Chief Counsel’s National Office. Prior to attending law school, Charles worked for KPMG. Charles handles international and offshore matters. He has specialized experience with the Offshore Voluntary Disclosure Program, the Streamlined Filing Compliance Procedures, and FBAR.
Charles received a B.S., with a major in accounting, from the University of Alabama at Birmingham, a J.D. from the University of Alabama, and an LL.M. in Taxation from the University of Florida.
