Financial Economist and Former Chief Investment Officer for Investment Policy and Strategy, Emeritus, Barclays Global Investors (Retired)

Barton Waring retired in 2009 as the Chief Investment Officer for Investment Strategy and Policy at Barclays Global Investors, Emeritus (now Blackrock). He has particular expertise in pension investment policy, but has also researched and written widely about investment strategy and policy issues (asset allocation, spending rules, active management) for individuals, foundations, endowments, and other investors as well as about the nature of the investment management industry. His 2012 book, Pension Finance: Putting the Risks and Costs of the Defined Benefit Plan Back Under Your Control has received strong acclaim among pension specialists of all types. He has published more than 35 journal articles on investment policy and strategy, and six of those have won “best article” awards in their respective journals (including three Graham & Dodd awards from the CFA Institute). Most of those were published in the Financial Analysts Journal and the Journal of Portfolio Management, and he is a current or past member of the editorial or advisory boards of both of those journals as well as of the Journal of Investing. Prior to his many years working closely with the largest global clients of Barclays Global Investors, he served as the manager of the well-known finance consulting firm Ibbotson Associates, as a senior investment consulting practice leader for the global actuarial firm Towers Perrin, and as the head of the defined contribution business for Morgan Stanley Asset Management. He holds a J.D. in law from Lewis & Clark College, and an MPPM in finance from Yale University.
