Chief Human Resources Officer and Deputy Chief Administrative Officer, Congressional Budget Office

Stephanie M. Ruiz is the Deputy Chief Administrative Officer and the Chief Human Resources Officer for the Congressional Budget Office (CBO). At CBO she is responsible for the human resources functions, including but not limited to recruitment, EEO, benefits and compensation. She advises management on matters related to human resources and contributes to the development of the agency's budget, which is 90% compensation. She also assists in the management of the agency's IT, finance, editing, and facilities responsibilities.

Prior to joining CBO, Ms. Ruiz was the Assistant Director for Employer Relations at Georgetown University's McDonough School of Business. Previously she held various human resources roles with the Samson Companies, a diversified oil and gas company with international operations, headquartered in Tulsa, Oklahoma.

Ms. Ruiz received her bachelor's degree in political science and Spanish from the University of Tulsa and her master's degree in human resource management from the Marymount University School of Business. Ms. Ruiz holds the Professional in Human Resources (PHR) certification from the Human Resources Certification Institute and the SHRM-CP certification from the Society for Human Resource Management. 

Ms. Ruiz is a member of the Society forHuman Resources Management. Ms. Ruiz regularly lectures on the topics of professional development, job search skills and provides training on interviewing, performance management, and other skills. She has previously served as a member of the board of the National Hispanic Institute and in philanthropic roles with the Hispanic American Foundation and Escuela Key in Arlington, Virginia. Currently she volunteers with her church and in animal rescue. She is mother of 4 and resides outside of D.C. with her husband and their 2 rescue hounds.
