Howard Seife is a partner in Chadbourne & Parke LLP's New York office and chairs the firm's global bankruptcy and financial restructuring practice. Mr. Seife was retained by former Chief Bankruptcy Judge Arthur J. Gonzalez (S.D.N.Y.) in his capacity as the court-appointed examiner in the ResCap Chapter 11 case to conduct an investigation of its mortgage lending business. Mr. Seife has built his reputation on representing financial institutions and creditors' committees in some of the largest and most complex restructurings and Chapter 11s. He represented the Official Creditors' Committee in the Tribune Company Chapter 11 -- the largest bankruptcy in the history of the American media industry -- in its successful reorganization. Mr. Seife is a leader in the area of cross-border insolvencies. He commenced, in the first major test of Chapter 15, a case in New York for the Russian receiver of Yukos Oil and has obtained ancillary recognition in the U.S. for dozens of foreign proceedings. Mr. Seife's role as a leader in the innovative use of ancillary bankruptcy proceedings was recognized by The Deal's Bankruptcy Insider, describing him as "the top-ranked U.S. lawyer to foreign debtors." Mr. Seife was cited in Chambers USA (2012) -- America's Leading Lawyers for Business for his work in bankruptcy/restructuring matters. He has written extensively on international insolvency issues including a chapter in the recently published book, The Law and Practice of Restructuring in the UK and US (Oxford University Press 2011), and is co-editor of Cross-Frontier Insolvency of Insurance Companies, published by Sweet & Maxwell.
