Tamera Ripperda (Tammy) is the Commissioner of the Tax Exempt & Government Entities (TE/GE) business operating division, where she is responsible for administering the tax laws governing employee retirement plans, tax-exempt organizations, tax-exempt bonds, Indian tribal governments, and federal, state and local governments.

Prior to assuming the TE/GE Commissioner role in September 2019, Tammy served as Deputy Commissioner of the Small Business/Self Employed Division (SB/SE) business operating division, where she provided executive leadership and direction for the design, development and delivery of a comprehensive tax administration program to meet the needs of over 57 million small business owners and self-employed taxpayers with business interests having less than $10 million of assets.

Beginning in 2018, Tammy also completed a 14-month assignment as a director in the Tax Reform Implementation Office (the TRIO) where she served as one of the five executives charged with overseeing the implementation of the Tax Cuts and Jobs Act (TCJA) of 2017. This law represented the largest overhaul of the Internal Revenue Code since 1986 and involved all aspects of tax administration for individuals and businesses. The TCJA implementation involved hundreds of employees from IRS, Counsel, Treasury, and the Office of Management and Budget.

Prior to her 2016 assignment to serve as SB/SE Deputy Commissioner, Tammy was the Director of TE/GE Exempt Organizations (EO), where she oversaw tax administration and policy for 1.6 million exempt organizations and directed operations responsible for reviewing applications for tax-exempt status, conducting examinations and other compliance activities, and carrying out customer education and outreach efforts. Before becoming the EO Director in 2014, Tammy served as the Industry Director, Global High Wealth in the Large Business and International (LB&I) Division, where she was responsible for overseeing the examination activities related to high wealth individuals with global holdings and interests. Prior to the Global High Wealth directorship. Tammy held executive positions in various SB/SE operations including Director of Abusive Transactions and Technical Issues (ATTI) where she oversaw Service-wide policy and guidance in the identification and investigation of abusive transactions; Director of Examination Policy; and Acting Area Director for the Midwest Examination Area.

Tammy began her IRS career in 1988 as a Revenue Agent in St. Louis, MO. She has a Bachelor of Science degree in Accountancy from Southern Illinois University. She is a Certified Public Accountant in the State of Illinois and a member of the American Institute of Certified Public Accountants.
