Bruce McNeil, a partner with Wagner Law Group in Boston, is considered one of the country’s foremost experts in the area of executive and deferred compensation and has testified as an expert before the United States Senate Committee on Finance on executive compensation matters. He also testified before the ERISA Advisory Council of the Department of Labor as an expert regarding executive and deferred compensation matters. Mr. McNeil was selected by the Plan Sponsor Council of America (the “PSCA”) to lead meetings with Analysts with the United States Government Accountability Office (the “GAO”) where the topic of discussion was non-qualified deferred compensation plans. The meetings were spurred by an inquiry made to the GAO by Senator Bernie Sanders.

Mr. McNeil is the author of over 34 books, including Nonqualified Deferred Compensation Plans, published by Thomson Reuters, Tax-Sheltered Annuities Under § 403(b) and Nonqualified § 457 Plans, published by the RIA Group, Employee Benefits in Mergers & Acquisitions, published by the RIA Group, and 401(k) Plans: A Comprehensive Guide, published by John Wiley & Sons, Inc. He is the author or co-author of over 100 articles on employee benefit issues. Mr. McNeil is a Fellow of the American College of Employee Benefits Counsel and is the Editor-in-Chief of both the Journal of Pension Planning & Compliance and the Journal of Deferred Compensation: Nonqualified Plans and Executive Compensation, quarterly publications published by Wolters Kluwer and distributed nationally.

A member of the Bar in multiple jurisdictions, including Washington D.C. and Minnesota, Mr. McNeil is also admitted to practice in the United States Supreme Court, the United States Tax Court as well as several Courts of Appeal and District Courts. He has been an adjunct professor of law at the University of Minnesota Law School and formerly served with the Employee Plans Technical and Actuarial Division of the Internal Revenue Service in Washington, D.C. He has been listed in Best Lawyers since 2006. Mr. McNeil serves as Chair of the PSCA’s Non- Qualified Deferred Compensation Committee and is on PSCA’s Board of Directors. He is also the President and a member of the Board of Directors of the National Joint TE/GE Council. Mr. McNeil received a BA from Concordia College, a JD from Drake University Law School, an LLM from Georgetown University Law Center, and an MA in English from Georgetown University.
