Lori Robbins is a Managing Director in KPMG’s Washington National Tax practice and is the leader of the firm’s health insurance tax practice. She advises KPMG professionals and clients across the country on healthcare-related tax issues and other tax issues affecting health insurance companies.

Prior to joining KPMG in 2015, Lori served in the Department of Treasury’s Office of Tax Policy, where she was the sole attorney specializing in insurance tax issues and issues affecting insurance companies under the Affordable Care Act. Lori led the development of regulations and other guidance projects on a variety of issues under the ACA as well as guidance under Subchapter L of the Internal Revenue Code. She was extensively involved in providing guidance on issues that have a broad impact on health insurance companies, including issues under the annual health insurer fee enacted as ACA section 9010, the medical loss ratio rules, fees under sections 4375 and 4376, section 833, and section 162(m)(6).

Prior to her government service, Lori was Counsel at a large international law firm. She has experience representing taxpayers in matters before the IRS at Exam and Appeals levels, negotiating and drafting closing agreements for clients, and assisting clients with obtaining private letter rulings on the federal tax treatment of proposed transactions and other issues. She provides opinions on tax issues arising from transactions involving health insurance companies and assists in due diligence with respect to mergers and acquisitions. Lori is a frequent speaker and author on insurance tax and healthcare-related tax topics.
