Douglas A. Glenn is currently serving at the Department of Defense as the Assistant DCFO. Prior to that, Doug served as the DCFO at the Department of Interior, Finance Director at NASA, and the Deputy Chief Financial Officer for Financial Policy and Operations at the General Services Administration. Doug’s proudest accomplishments include:

  • Removing a 10 year, recurring, significant deficiency within two years of starting at Interior as well as all material weaknesses;
  • Reducing GSA’s Significant Deficiencies from six to two and Interior’s Significant Deficiencies from four to one;
  • Achieving the second best audit/internal control report of all CFO Act agencies;
  • Filing a Performance and Accountability Report (PAR) in record time (six days early);
  • Raising awareness of the value that the Government financial industry provides every day;
  • Increasing the effectiveness of HOW we reporting quantitative information;
  • Presenting to FASAB on the future of Federal financial reporting; and
  • A green rating at GSA for the President’s Management Agenda for financial performance (it was red when he started).

A native of San Diego, CA, Mr. Glenn holds a BS in Finance, from the University of Colorado at Boulder. He is a former Certified Public Accountant despite the AICPA losing his exam on one occasion; and a former Certified Management Accountant. He has co-authored procedures listed in Office of Management Bulletin No. 07-04, Audit Requirements for Federal Financial Statements and portions of the A-123 Implementation Guide. In addition, he co-chaired A-136 Committees in 2008 – 2010, served as the President of the Washington DC AGA chapter, served as National AGA president, and has landed and been launched off an aircraft carrier at sea (prior to joining the Department of Defense).
