Andrea D. Smith is the Director for Fiscal Service Audits at the Department of the Treasury, Office of Inspector General (OIG). Ms. Smith is responsible for leading Treasury OIG’s oversight of the department’s Government-wide DATA Act implementation efforts and compliance in reporting financial and payment information under the Act. Ms. Smith chairs the Federal Audit Executive Council’s DATA Act Working Group which educates the IG and government financial communities on the DATA Act oversight process. Among several tasks, the Working Group was tasked to develop a standard methodology for agency IGs to use as guidance in executing the DATA Act readiness reviews. In December 2015, the Working Group released the DATA Act Readiness Review Guide version 1.0. In June 2016, the Working Group released version 2.0. Ms. Smith led the efforts to develop the common methodology for IG audits mandated by the DATA Act. Ms. Smith, along with the Working Group, through its Common Methodology and Technical Approach Sub-groups, engaged Treasury, the Office of Management and Budget, the Government Accountability Office, and technical experts across the IG community to solicit input. This DATA Act required review guide is a common methodological tool IG’s can use to assess the completeness, timeliness, quality, accuracy, and use of Data Standards in a statistically valid sample of the spending data submitted by their Federal agency, as required by the DATA Act.
