Maureen Riehl

Principal and Counse, Multistate Associates

Maureen B. Riehl, is Principal and Counsel with MultiState Associates, the nation’s leading state and local government relations consulting firm.
Riehl came to MultiState in October 2015 after four years at the Council On State Taxation (COST), where she served as COST’s head of federal and state government affairs. She was the primary link to all elected officials and worked in tandem with colleagues at the State Chambers of Commerce and other state business groups to promote sound tax policy on behalf of multistate taxpayers. While at COST, Riehl led the active Mobile Workforce Coalition efforts to modernize nonresident state personal income tax rules. She represented COST before federal lawmakers and numerous state policy groups, including the National Governors Association (NGA), the National Conference of State Legislatures (NCSL), the American Legislative Exchange Council (ALEC), the Council of State Governments (CSG), and other advocacy organizations. Riehl is a member of the Board of Directors of the NCSL Foundation for State Legislatures and remains active in and served in leadership as the past President of the State Government Affairs Council (SGAC).
Prior to COST, Riehl spent 12 years at the National Retail Federation, where she was NRF’s Vice President, Government and Industry Relations Counsel. At NRF, Riehl was the national spokesperson to major media outlets regarding state affairs for the retail industry, responsible for NRF's national and multi-state strategy development and policy implementation for issues affecting retailers in the states. Riehl also held positions in state government relations as policy director and counsel for the International Franchise Association, for the Grocery Manufacturers Association, and for a coalition of advertising associations. She was also a legislative policy and constituent affairs director in the state legislature for members of both the Michigan House of Representatives and the Michigan Senate.
She holds dual degrees from Michigan State University (political science and communications), and a J.D. from Thomas Cooley Law School. She is a member of the Virginia State Bar.
Riehl resides in Fairfax, VA, with her husband and their two sons.
