Mike Dolan is KPMG’s National Director of IRS Policies and Dispute Resolution. He leads a group in the firms Washington National Tax practice that assists clients anticipate and resolve their federal tax disputes and complex IRS practice and procedure issues. When Mike joined KPMG he brought with him broad tax administration experience – much of it gained during a career with the Internal Revenue Service. Mike served the last six years of his IRS career as the IRS deputy commissioner and also served two extended appointments as acting commissioner. As deputy commissioner, Mike supervised all IRS headquarters and field activities. He possesses a broad knowledge of IRS operations, procedures, and personnel.

In his current role, Mike represents a broad range of clients in the traditional IRS examinations and appeals environment as well as within the various alternative dispute resolution processes -- Compliance Assurance Process (CAP), Fast Track Settlement, Pre-filing Agreements (PFA) and Industry Issue Resolution (IIR) programs. Mike is a frequent speaker and writer on a wide range of IRS practice, procedure, and dispute resolution topics. During his IRS career, he testified before the congress on numerous occasions and he has dealt extensively with the media. He is a member of the advisory board of the Journal of Tax Practice & Procedure, to which he contributes a regular IRS Watch column and he writes frequent articles for KPMG’s Tax Dispute Resolution Quarterly. He also is a member of the AICPA’s IRS Advocacy and Relationship Committee.
